Description

To facilitate discussion at the April 15 meeting, Licensee has posted in Word format to the Relicensing Website seven “straw man” study proposals, which can be found under “Straw Man Study Proposals” on the Quick Launch Bar.  The “straw man” study proposals for the April 15 meeting include:
1) Special-Status Plants; 2) ESA-Listed Plants; 3) ESA-Listed Amphibians – California Red-Legged Frog (CRLF); 4) ESA-Listed Wildlife – Valley Elderberry Longhorn Beetle (VELB); 5)  CESA-Listed Plants; 6) CESA-Listed and Fully Protected Wildlife – California Wildlife Habitat Relationships (CWHR); 7) CESA-Listed and Fully Protected Wildlife – Bald Eagle
Note that three of the “straw man” study proposals, at Relicensing Participants request, were discussed at the March 10 Study Proposal Development meeting, but can certainly be discussed again at the April 15 meeting should meeting participants wish to do so.
 
Licensee also plans to discuss with USFWS the need for a study proposal related to vernal pool tadpole shrimp (ESA endangered ) and vernal pool fairy shrimp (ESA threatened), which would be Study 7.2 if developed. 
 
Licensee wishes to emphasize that the “straw man” study proposals are posted to facilitate discussion and not intended to be Licensee’s final position.  Relicensing Participants may propose at the meeting different studies related to the resources being discussed at the meeting, and changes to Licensee’s “straw man” study proposals.  To that end, Licensee encourages Relicensing Participants prior to the meeting to redline Licensee’s “straw man” study proposals and email the redline to Licensee prior to the meeting so Licensee’s technical staff can prepare for the discussion (or some pre-discussion with the commenter can be held), or bring the redlines to the meeting to facilitate the discussion.
 
Licensee also encourages those who plan to participate in the April 15 meeting to review Section 7.7 (Threatened, Endangered and Fully Protected Species) in the September 2009 Preliminary Information Package, available at http://tinyurl.com/yhwpx48
